[s-b] Manager's Report (+ Ballot for nweek 104)

First of all, my apologies for not getting this out sooner. My weekend
was rather busy. But it looks like I wasn't the only busy one.

To try to get things back on track and give people a chance to catch
up, I turn off my Clock Key. If another minister agrees and turns off
eir key, we can have a couple ndelay break to give ministers a chance
to catch up and everyone a chance to vote.

CFI 339 by Peter (All Supers are Super) received 0 votes. That is very
unfortunate. The CFI fails, and the statement I made about the game in
it should be treated as false for the purposes of interpreting the
ruleset.

Tweak 345 by Triller (Six APs for New Players this nWeek) received 1
vote, a SECOND from Antonio. I probably should have seconded it myself
when I declared that it was open. Unfortunately for our new player,
the Tweak fails.
