Proposal 1899/0: Technological Go
A Standard Proposal by Zarpint

Add the following to the end of r1854:

Masonry is a Technology that costs 250 research points. An entity
possessing Masonry may attempt to play one Political Go stone without
Moving each nweek. The attempt succeeds with a probability of 1/4.

Mining is a Technology that costs 500 research points. An entity
possessing Mining may attempt to remove one Political Go stone each nweek.
The attempt succeeds with a probability of 1/4.

Theft is a Technology that costs 1000 research points. An entity
possessing Theft may attempt to steal one Political Go stone each nweek.
The attempt succeeds with a probability of 1/4. If the attempt succeeds,
the stone now belongs to the player who attempted to steal it.

Diplomacy is a Technology that costs 500 research points. An
entity possessing Diplomacy may attempt once each nweek to form or break
an Alliance with another Player without Moving. The attempt succeeds
with probability 1/4.

Proposal 1900/0: Python Enterprises
A Standard Proposal by Zarpint

There exists the Program List. This is a list of descriptions of
programs or scripts that Players have requested. An entry on the
list is called a Coil.

Each Coil has the following attributes:

Description, a precise description of the requested script, including
the language the Patron would like the script in.

Patron, the Player who posted the Coil.

Bonus, the goodies that the first player to Wind the Coil receives.


Any player may post a Coil to the Program List by making a statement to
that effect in a Public Forum, provided that Winding the Coil is not
trivial. [[This is a judgement call that may need to be decided by a Call
for Judgement.]] Unless the Patron specifies otherwise, the Bonus is 10
points. The Bonus must consist of a nonnegative number of Points and a
nonnegative number of Tildex and the number of Points added to the
number of Tildex may not exceed 50.

The Patron of a Coil may modify or delete the Coil by posting a
statement to that effect in a Public Forum.

Any player may Wind any Coil on the list by posting a script to a Public
Forum or privately sending a script to the Patron. If, in the sole
judgement of the Patron, the script fits the Description, the Player who
Wound the Coil receives 10 points, and the Coil is removed from the
Program List.

It is the responsibility of the Minister of the Roster to maintain the
Program List.

Add 3 copies of "Tournament Russian Roulette" to the deck.
Add 3 copies of "Poik" to the deck.
Destroy all copies of "Syn", "Ack", "Petty Theft", and "Your Spoo Has
Too Much Fleem".
Add 3 copies each of "Syn", "Ack", "Petty Theft", and "Your Spoo Has
Too Much Fleem" to the deck.

Give each Player who lost cards from this proposal as many cards from
the deck as e lost. Players do not receive points from Investment for
this.

Destroy 5 copies of Your Spoo Has Too Much Fleem, 8 copies of Petty Theft, and three copies of Jackpot!. These should be copies that are currently in The Deck; if the deck does not have enough copies, then the extra copies to be destroyed are chosen at random from players' hands.

Remove the definition of "Looting the Corpse", if it exists. [[I wasn't sure if Glotmorf's prop meant to destroy the definition or just all copies]]

Destroy the card definition of Grab Bag, and all copies of the card.

[[Amenities]]

For each card destroyed by this proposal, if that card was in a
player's hand, deal to that player a random card from the deck.

Proposal 1903/0: Let em do eir job!

Under r1583/2, it is illegal for anyone to perform a duty if they did it within the past two nweeks. The new 'Election Duty' is performed by calling an election on all free ministries; this will be needed again at the beginning of the next nweek. Calling elections on all free ministries also is a duty of the Kurt Godel, however, and it seems to me that r1583/2.C effectively prohibits Kurt Godel from fulfilling eir duties: since calling elections on all ministries would fulfill the Election Duty, and Kurt Godel did the Election Duty at the beginning of this nweek, e is not allowed to call elections at the beginning of next nweek. Since I plan to propose at least one new ministry soon, this is problematic, so ]]

Remove section C
from rule fifteen-eighty-three.
Reletter the rest.

Proposal 1904/0: A Minister of Proposals

Add a new subsection to section D of r625 [[Ministries]]:

The Ministry of Change is a Ministry; its Minister may be referred to as the Chairman. The Chairman is responsible for the following things:
 * E must maintain a public display of all current proposals.
 * E must publish the Ballot each nweek.
 * E must count the vote results on the Ballot each nweek.
* E must publish a list of which proposals passed, failed, were shelved, etc. each nweek, along with the points earned/lost by the proponents of said proposals.

Note that this is mostly a cushy government job, as my proposal software does most of the work already. The Chairman would only have to occasionally copy text from a wiki page to the mailing list, and would have to take into account things that aren't dealt with by my scripts (for example, Haiku bonus points, etc.)

* The locations of all copies of every card (i.e., whose hand are they in, or are they in the deck, or in some sort of 'in play' state, etc.)

This is *not* a cushy government job. I have very few scripts helping me with this, and pretty much everything besides drawing cards I do directly through MySQL. To take on this job, you must be willing to track all of this yourself, with no help from me - I'll provide the current state of the deck and of people's hands as of when you take on the Ministry, and I can send you the deal_card.php and transfer_card.php scripts, but beyond that you're on your own.
