[Spoon-business] P1281 change

Per the suggestion given on spoon-discuss, please replace Proposal 1281 in its entirety with the following:

Replace the first paragraph of Rule 15, subsection C, with the following:

"At least 48 hours prior to the close of voting each nweek, The Administrator shall distribute, via a public forum, the Ballot for that nweek. The Ballot shall list all items for which votes can be cast; by default, this consists of proposals legally recognized between the start of the previous nweek's voting period and the start of the current nweek's voting period.  If, however, by the current rules, a Proposal is illegal, or contains an action which is illegal, it shall not be on the Ballot."

[[ So if it gets added onto the ballot, and it turns out what it does is illegal, it gets retro-undone, since it shouldn't have been on the ballot in the first place. ]]
