Replace the last paragraph of Rule 19 with the following:

"If, in each of the two immediately prior nweeks, proposals attempted to repeal a particular rule and failed due to vote or Administrator veto, a proposal cannot repeal that rule in the current nweek."

[[ Note that this, in combination with p1281, prevents the filibuster Wonko described, since the third repealing proposal wouldn't make it onto the ballot.  A fourth repealing proposal, however, in the following nweek, would. ]]
