I propose:

* Replace the second sentence of the second paragraph of r625.C.8 with:
  "Eir responsibilities include, but are not limited to, currency
  exchange, maintaining bank balances and players' balances of currency, and
  maintaining the status of the Stock Exchange (should any or all of the
  above exist)."

  [[ Removes rule numbers, since they're probably all wrong now. ]]

* Append to the end of r625.B.4:
  "Any Ministry which is held by the Administrator is exempt from these
  term limits. Instead, such Ministry is held in perpetuity by the
  Administrator. The Administrator may, at any time, "resign" from such a
  Ministry (thus calling an election at the next opportunity)."

* Replace the last sentence in the second paragraph of Rule 1252 with:
  "For purposes of determining precedence in the event of conflict,
  permissions and restrictions in Philosophical Mandates are considered to
  be appended to this rule, and have the precedence and Chutzpah
  associated with this rule."

  [[ Pointless clarification, because it might come up. ]]

* Insert in Rule 205, in any appropriate location, the following:
  "By taking any game action on a Public Forum, a player who is On Leave
  automatically, by implication, declares emself to be Off Leave."

  [[ Minor inconvenience. If you're just on leave for a couple days, you
  could easily forget to come back from leave, and that'd just be kinda
  weird. ]]
