Create a rule entitled __Ministry of Gremlins__ with the following -0- 
delimited text:

There exists a Ministry of Gremlins.  The Minister of Gremlins may be 
referred to as Billy [[Hooray for 80's movies!]].  Billy has the 
responsibility and power to make all random choices having to do with 
Gremlins [[like moving Curt and Rod, choosing and using the Gremlin number 
and the nth Gremlin number, etc.]].  Also, Billy has the responsibility and 
power to determine who is the target/recipient of all Gremlin actions [[like 
Robin choosing proposals, awarding the Token of Proposals, etc.]].  Billy 
must also inform the Administrator and other players when any Gremlin 
becomes Active or goes into Hiding.

Billy may not choose not to recognize any action taken by any Gremlin.

Billy recieves points at the end of the nweek equal to the number of the 
above actions e performed during that nweek, up to 10.
