[Spoon-business] fix, proposal

First of all, in my previous proposal entitled __The IOB__, add the text 
"Give the above rule a Chutzpah of 3" after the second -0- delimiter.

{{ __On Leave, Sort Of__

Create a new rule entitled __Preemptive Voting__ {*Uncategorized, 3*} with 
the following -0- delimited text:

If a player goes On Leave before Voting in an nweek, e has the option to 
Preemptively Vote, or PV, on any proposals which are recognized at the time 
e goes On Leave.  This must be done privately to the Administrator, and the 
player must, in eir message declaring that e is going On Leave, inform all 
players that e has PV'd.  If any proposal that a player has PV'd on is 
revised after e has gone On Leave, eir vote on that proposal is 
automatically changed to ABSTAIN.  If a player who has PV'd comes off leave 
before Voting ends, eir PV's are erased and e must vote again before Voting 
ends.
