This is a revision of my like-titled proposal.

Replace the last sentence of rule 19 with the following:

The following is the list of entities that may submit proposals.  No other
entities may submit proposals:

Players
The Admin
Gremlins
}}

If proposal 832 failed, append the following to the list in the above
section:

Societies created prior to the current nweek.
}}

Give rule 19 a Chutzpah of 3.

Amend rule 294 by replacing "these" with "this"
Give rule 294 a Chutzpah of 3.
