Replace the last sentence of rule 19 with the following:

entities may submit proposals:

Players
The Admin
Gremlins
Societies that have existed for at least one nweek.

Give rule 19 a Chutzpah of 3.

Amend rule 294 by replacing "these" with "this"
Give rule 294 a Chutzpah of 3.
