__You know, I can't think of a witty title for this one, so I'll call it the 
Ministry of Gnomes Proposal__

Create a new rule with the following GARDEN-delimited text:

GARDEN
__The Ministry of Gnomes__

There exists a Ministry of Gnomes.

The Ministry of Gnomes has the power to recognise any updates in the status 
of all Gnomes in play.

The player holding the title of Minister of Gnomes has the right and 
responibility to keep a record of the type, holder, hit points, and position 
of all Gnomes, and must post an inventory of all Gnomes in play frequently. 
[[I can't do web pages, so I'll just keep ya'll posted.]]

At the end of each nweek the Minister of Gnomes shall recieve one point for 
each update to the Game's Gnomes, including, but not limited to, purchases, 
squeezing, throws, generation, dropping, merging, and destruction of said 
Gnomes. [[I know, it looks like I'd be getting an awful lot, but ask 
yourself: how often is any of this done?]]

Make Baron von Skippy the first Minister of Gnomes.
