There exists a Gremlin called the Chef Gremlin. If the Chef Gremlin is
Active, any player may, if e has proposed at least one proposal this nweek,
pay 8+3n points to the Chef Gremlin to have the Chef Gremlin Oversalt any
unprocessed proposal, where n is the number of unprocessed proposals that
are Oversalted. Whenever the PIG would eat an Oversalted proposal, it eats
the next proposal on the Ballot instead, unless there is no next proposal,
in which case it eats the first proposal on the Ballot. If fewer than 8
unprocessed proposals which have not been Oversalted exist, the Chef Gremlin
goes into hiding. If there are more than 10 unprocessed proposals which are
not Oversalted, the Chef Gremlin becomes Active.
