I judge this to be TRUE. Analysis:At this point (without proposal 180 being rule) the only hint we have as to what the Game State is, comes from rule 152 and that just defines that it can only be changed in accordance with the rules or via proposal. So looking at the definitions of points and dimensions (rules 21/3 and 153/0) might give hints as to whether they are part of the game state. Of course, no luck there. SO the rules do not provide any indication as to which direction this judgment should go. For that reason I'm interjecting my own feelings on this issue, which are that the integrity of the game depends on points being reliable, consistent and predictable. Therefore, I feel that they should only be changeable through proposal and legal action. Making them part of the game state would insure this to be true. That is why I rule TRUE. (Of course, had I ruled FALSE, it would only have been overridden if 180 passes.)
