Create a new rule titled "Precedence" with the following

WEDBETTERHAVEGRAVITY
Whenever one rule conflicts with another, the lowest numbered rule (i.e.,
the rule with the lowest number before the "/") will take precedence.
Whenever one section of a rule conflicts with another section of the same
rule, the section which appears later in the rule will take precedence over
the earlier section (e.g., this sentence would take precedence over the
previous one if there were any conflict.) This rule is renumbered to 33/0,
and this sentence is then removed.
