spoon-business: Money for Nothing

Due to the observation that people are in fact intended to hoard points, I make
the following proposal entitled "Money for Nothing".

Create a rule called "Money for Nothing" with the following text:

At the beginning of each nweek, the score of the Bank shall be increased by
five points for each player who voted in the previous nweek.
