The following is a Proposal to make the Thug usable:

Amend the last paragraph of R344 to read as follows:

"Following the conclusion of each voting period in which the Thug has been 
used, or whenever the Thug has no empoyer, the Bean Counter shall randomly 
select the Thug's new employer from among those Players who voted during 
the previous nweek."
