Since Agents can win, and since the bank is an Agent, there is a serious possibility that the bank might win the game (I know it needs to own 20 or more rules, but it might due to the new "Inheritance" rule).

I don't want the bank to win, so I make the following proposal, entitled "Only Players may win":

Amend Rule 211 to read:

"Whenever a Player's score reaches or exceeds 500 points, and that Player owns at least 20 Rules, the Administrator shall credit em with a Win."
