Here's the relevant bit of 6.2.1.2, in the naval section:

"A fleet(s) may enter a port controlled by another major power or neutral
minor country only to attack a fleet(s) there or with the controlling major
power's permission, even if the port city has no garrison."

So, I think this isn't legal.
