So to restate the question at hand, when Hanover and Hesse changed to
Russian control during the political phase, should the French garrisons that
were besieged in those countries be repatriated, as per the Honors of War
Rules, or should they have to surrender to the Russians ?  So far, Mike has
voted that they surrender, Kyle and I have voted that they are repatriated.
Everybody else, please give us your opinion.
