I accept Joel's logic and change my vote to repatriated.

However, I add the caveat that they cannot ever be used against any Austria
possession or corps... :-)

This means there are now 4 votes for repatriation, so repatriation carries
and we can get on with the French turn.

I think they should be repatriated. The only time garrisons surrender 

is in the context of sieges.
