I'm not sure what you mean here. Shouldn't a "garrison attacks" combat only happen when the phasing player controls the garrison ? You can't initiate a siege combat in either direction unless it is your land phase, correct ? Also, keep in mind that combats only disqualify forces from reinforcing if the combats are taking or going to take place in the same power's land turn as the battle to be reinforced.
