Question:  would Prussian garrisons still prevent my cossacks from cutting
French supply lines ?

The rules say that supply is not cut if a "friendly" corps or garrison is in
the same area.  But I thought that this game's definition of "friendly" was
your own major power's forces and those of the minor countries you control.
We may have been playing this incorrectly.
