Going back over the records I find that a majority of the present players
(Joel, Mike, Jim, and myself, who in fact were everyone that voted at the
time) were in favor of using the Limited Access rules after a peace when we
were starting the current game in late July last year.  So throw out the
repatriated map I sent.
