Yes, the actual game maps do have the base values printed on it.  These
values can also be found listed as the "base values" printed on the economic
and manpower worksheet for each major power, i.e. France $91, G.B. $51,
Turkey $23, Russia $75, Austria $66, Spain $32 and Prussia $36.

I haven't seen an actual game map in a long time.  Is that something
printed on it?
