Thanks JJ, I'd missed this because my map was changed during some planning
sessions.  I looked through the archves and confirmed that these cities
should indeed have 1I, 1M each.

1)  The Austrian garrison at Freiburg surrendered in February.

Nate said:

2)  Wurttemburg is a free state effective the beginning of March.

Otherwise the French information looks correct.
