    Dear Napoleon,
    If you are looking for a helpful forum for answering questions about
EIA, there is an email group on Yahoo devoted to a variation on Empires in
Arms which they call "Empires in Harm," or EIH.  The people over there have
been very accommodating when it comes to answering questions about Empires
in Arms.  You just need to specify in your question that you want the answer
to be justified in terms of the original EIA rules instead of in terms of
the variant EIH rules.
