There is a clear example in which combined movement is not needed to fight:
reinforcement during a battle. Belligerent corps adjacent to an area where
there's a battle can try to reinforce, regardless of whose land phase it is.

Good point. 7.5.2.11.1.3 mentions that the forces are allied so it looks like it is consistent with a reading that an alliance is necessary. They also expressly forbid the oddity of reinforcing a defender you are allied with if a nation you are at war is also aiding that force.
