I believe it does not make any difference for supply, but for reinforcements there is a clause specifying that the supply chain must start within the home nation, 5.2.2.2.3.1. So I would read that as saying that a fleet in Naples would provide a reinforcement connection for Naples' reinforcements, but not for England's.
