They do get a +1 since you control Venetia, but Trieste is a forage value 
of 4 and it takes three movement points to go from Mantua to Trieste so the 
corps has no free movement.  So 4 +1 for within major power movement only 
makes a total of 5.  The mountains take two movement to enter.
