A contrary example to Joel's is when a garrison starves to death during the
defender's foraging step, when the besieger is allowed to drop garrison
factors at this point in the opponent's turn (7.4.5.2).  Again, though, this
is not after combat, not even in the attacker's turn.  Since they
specifically state that the above example _is_ a time when the attacker can
detach factors, the rules, which do _not_ state that this can be done after
a land battle, imply that it is not allowed then.

So my opinion is that the rules imply no, but I would not object to a house
rule about this, if a majority think the dropping of factors into a city
after a land battle should be permitted (after all, the attackers would then
be "in possession" of the city, for purposes such as conquering a minor
country the city is a capital of, next turn).
