off Cartagena/Gibraltar ---> off Barcelona --->
off Marseilles ---> Toulon blockade box (picking up VI fleet)
---> off Leghorn

At this point, the French fleet at Toulon may attempt to intercept the
British stack (1-).  According to 6.2.3.1.2.3, the Spanish stack blockading
Leghorn may not attempt an interception, since they are in a blockade box.

After the French interception attempt is resolved or declined, the British
stack will continue its movement (or announce that its movement is over).
