    Everett, I don't appreciate your tone.  I'm asking legitimate questions,
and I don't appreciate receiving snide answers.
    I asked whether the access announcement required simultaneity to see if
anyone's interests had been adversely affected by my late announcement.
Your sarcastic response about the naval phase is not to the point (and I'm
pretty sure you know it).  My other question was simply a technical one
about which step of the Political Phase should be used for access
agreements.  I ask the question so that I can pencil it in to help ensure
that I don't forget about it (again) in the future.  Again, your sarcasm is
completely unnecessary.
