    Oops, you are right Danny.  So the new British corps at Madrid is legal,
but a new Portuguese corps at Cuidad Rodrigo would not be legal.  Perhaps JJ
meant to create the corps at Almeida all along.  Maybe I just missed it when
he put a garrison there?  If that's so, please remind me when it was placed
and what its strength is.
