I thought you could not create a corps outside your home nation unless there
was already a corps there.  Have I totally made this up?

    I did send out a map last week when the June economic phase was over.
But I'll send out another one right now.  It is updated to include the
British reinforcement phase.
    BTW, I assume that you mean you are creating the Portugal corps from the
garrison at Cuidad Rodrigo, not Almeida.  (I do not show a garrison at
Almeida.)

Moore is removed from the map.

A British I corps is placed in Madrid, taking up the 1 I garrison there.

The Portugal corps is created from the 1 I garrison at Almeida (current
strength 1 I).

No other visible changes.
