    Ah...
    After you pointed it out, I was wondering whether it made sense
that you could be retreated toward London even though you couldn't be
retreated there (because you can't be retreated over a crossing arrow).  But
then I realized that getting there isn't the important thing.  The important
thing is whether you can still receive supply.  Since you can still receive
supply across a crossing arrow, being retreated in the direction of London
still makes good sense.  (Or at least it *would* have if there weren't a
closer depot to retreat to.)
