Since the corps in Naples is besieged, it forages using the value of the
city's spires, -1 for each full 5 factors.  Since you indicated that Naples
was fully garrisonned, and since the corps can hold a maximum of 16 factors,
the corps must have either 15 or 16 factors.  So the forage value at Naples
would be 4-3 = 1.  Your roll of 4 means that the corps would lose 3 factors.
Alternatively, you could build a depot for sea supply in Naples, for an
additional cost of $1.5, for a total cost of $8.
