    I notice that Prussia has already responded to the Political Phase II
escrow.  Jim, I don't know if you sent in a conditional response like Mike
and I are doing ("If Spain calls Prussia as an ally, then Prussia will...").
But if you didn't do that and if Spain does call you as an ally, then you
will need to submit a new response to the escrow.  If you are called as
Spain's ally, then you will need to tell us in your escrow response whether
you will declare war on France (-5 PP) or break the alliance with Spain (-2
PP).
