Just to make sure we are all on the same page, keep in mind that if a called ally refuses the call, it has broken the alliance with the caller and loses -2 PP.  Some of us (including me) may have been under the mistaken impression that the breaking of the alliance was optional for the caller, but this is not the case; the alliance is broken automatically by refusing the call.
