The inability to declare war on a nation while you have forces on their soil is a pretty big stick to get undesired forces to move out. In that last case, Prussia could not enter a future war against France until it got that garrison out. I think the nastier thing would be that France could deny any fleets the right to evacuate the garrison and force Prussia to stand it down or sit out the next war and watch France beat up Prussia's neighbors and then turn on Prussia at its leisure.

It's a two edged sword. Both sides gain benefits to their being no way to force that garrison home.
