[eia] French naval reinforcement

    Okay, on to the reinforcement phase!  I'll get us started off.

France's naval reinforcement:  1 ship is added to the Holland fleet (4
total).  That is all.

The order for those who are remaining is:  Spain, GB(land), Prussia,
Austria, Turkey, Russia, GB(naval)/France(land).  Of course, those who are
prepared to go prior to their spot in the order should feel free to do so.
