The rules provide an explicit method for foraging in a besieged city, where the number of factors present serve as a modifier to the forage roll. This will be rather hard on large garrisons, which makes sense. But allowing any number of corps to use depot supply for $0.5 total makes no sense. I take 7.4.2.1.2 to be imposing an additional cost for supplying besieged garrisons, which when not besieged require no supply.
