    Actually, JJ has given us a good reason to go with option 2.  If Turkey
declares outside the escrow which countries it is calling on, then Spain
will know whether it can call on allies in response.  Spain can also
announce which countries it is calling on outside the escrow, and then the
called countries can all respond within the escrow.
