    Wow, as I was scanning down through the escrow, I almost missed the new
declaration of war!  Spain's declaration of war on Turkey drops it 5
political points to the middle "6" box.
    I see two ways of handling the Call to Allies step of the Political
Phase.  Option 1: Turkey could use the escrow to choose who it wants to
call.  Then after the Political Phase II escrow has been received, those who
have been called will email the list with their decisions.  Option 2: Turkey
announces who it wishes to call now (outside the escrow), and then countries
who have been called write their decision in the Call to Allies step of the
Political Phase II escrow.
    My personal preference is for Option 2 because I'm a fan of revealing
decisions simultaneously (so as not to influence other people's decisions).
But whatever the group decides is fine by me.
