Interesting! I've never seen the Honors of War asked for or granted before! In the Austrian case it's pretty simple: the nearest friendly controlled city would have to be Czernowitz. But suppose Russia grants Prussia's request for Honors of War. What's the nearest "friendly controlled city" then? Kovno and Grodno are both controlled by Prussia. Are they "friendly"? My inclination is to say that they are not, but I recall that this issue of what "friendly" means has come up in the past. And I think we said at that time that "friendly" doesn't really mean anything. (Although I could be mistaken.)
