I think that an unbesieged city controlled by Prussia would count as
"friendly".  After all, if this honors of war had taken place in, say,
Moscow, it makes no sense for the troops to be shipped all the way back to
Prussia if the Prussians control a much closer city, such as Smolensk.
That's my take on it.
