up in the past.  And I think we said at that time that "friendly" doesn't
really mean anything.  (Although I could be mistaken.)

Anybody have any thoughts on this?

I think we decided that friendly and controlled must be the same thing as you wouldn't be able to build a depot in an occupied port or somesuch otherwise.
