So at this point we seem to be split right down the middle on this issue. JJ, Danny, and I are for having eligible corps on the map at the time of the declaration. Mike, Everett, and Joel are for simply having the potential to produce a corps that could be placed in a position to make it eligible to attack. I guess it's up to you Jim.
