But my point in the example is that Austria, having no troops near G.B's troops, has no idea that it would *need* to combine movement with G.B.
in order to do combined movement with Prussia. 

I don't mind it being in the escrow, but I also don't see how allowing a
"oh, us too" email breaks any rule, breaks any spirit of the game, or is
wrong in any sense. ?
