[eia] On to the Reinforcement Phase!

    Let the Sept '05 reinforcement phase begin!  Spain is up first, then
France(naval)/GB(land), then Prussia, Austria, Turkey, Russia,
GB(naval)/France(land).  I'll get the ball rolling by announcing that
France's naval reinforcement phase passes uneventfully.  So Spain is up...
Since all of Britain's puppets - er, I mean "allies" - go before Russia and
France(land), they should have little need to wait for their respective
turns.  Please consider sending out your orders whenever they are ready.
