I agree that spur-of-the-moment decisions like the blockade box to port
movement do come up, and all I can say is that I've tried to point them out
whenever I have realized that they occur, no matter which country is taking
their turn.  I'm sure we all have, and we'll continue to do so.  But I agree
with Mike that this is a heads-up for all of us to be extra vigilant.
