   I think you've missed the point, JJ.  Joel is exactly right.  No matter when France chooses to go in the land phase (or when GB chooses to go in the naval phase) if it has accepted combined movement, it still must go with the ally who would otherwise go last that turn.  So the only influence France and GB have on their respective combined movements is whether they want to go *later* in the turn than they already would go otherwise.
   For instance, suppose this turn France had chosen to go last in the land phase.  Then, since Russia would be first and France would be last, Russia and France must both go last in the land phase (because they must go together).  However, suppose GB announced that it would go first in the naval phase.  Well, because it has accepted combined movement with Spain, it would still be forced to go last (along with Spain).
   You see?  France and GB still get their choice, even when they have accepted combined movement, but that choice is still constrained by how late their partners go.
